(Not to Exceed 3 Minutes) This is the time for the public to address the City Council on Closed Session Items only.  The Mayor will recognize you and when you come to the microphone, please state your name and place of residence for the record.  While members of the public are encouraged to participate, it is unlawful to disturb or delay the Council meeting with personal or slanderous remarks.  The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda.  Please direct your questions and comments to the City Council.

Adjourn to Closed Session.
A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

CONSENT AGENDA
All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency or Calexico Financing Authority and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.

6. Approval of City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority Minutes for Meetings of February 23, 2017, March 6, 2017 and November 2, 2016.

7. Warrants from March 10th to March 17th, 2017 and City Salaries & Benefits from March 4th to March 17th, 2017.

8. Contract for Administrative Law Judge Services from the State of California Office of Administrative Hearings / Department of General Services.

9. Renewal of Motorola Annual Service Agreement.

10. Approval of Grant Agreement between the Heffernan Memorial Healthcare District and the City of Calexico for funding of Firefighter/Paramedic/EMT/ Fire Station 2.

11. Approval of Notice of Completion for the Armory Demolition Project.

12. Adopt Budget Amendment Resolution for Miguel Cortez Park Rehabilitation Contract No. 14-HRPP-10334.

13. Award the Bid Proposal from R.E. Schultz Construction, Inc. in the Amount of $202,445.00 and Authorize City Manager to Sign Construction Agreement with R.E. Schultz Construction, Inc. for Miguel Cortez Park Rehabilitation Improvements Project No. 2017-300.

14. Award the Bid Proposal from Cora Constructors, Inc. in the Amount of $287,000.00 and Authorize City Manager to Sign Construction Agreement with Cora Constructors, Inc. for the  Wastewater Treatment Plant Hot Water Boiler System Project No. 2017-200.

15. Award the Bid Proposal from Alsco for Work Uniforms, Linens and Supplies for City of Calexico Departments and Facilities and Authorize City Manager to Sign a Two (2) Year Agreement between the City of Calexico and Alsco for Work Uniforms, Linens and Supplies for City of Calexico Department and Facilities.

16. Authorize the City Manager to Sign Agreement with Jim Nelson Construction Inc. for “On Emergency Basis,” as per City of Calexico Purchasing Policy & Procedures Section 6(c), for the Reparation of an 8 Inch Sewer Line at the Intersection of 5th Street and Rockwood Avenue.

17. Award the Bid Proposal from Control System Engineering, Inc. in the Amount of $1,152,468.00 and Authorize City Manager to Sign Construction Agreement with Control System Engineering, Inc. for the  Water Treatment Plant Emergency Generator Project No. 2017-100.

18. Award the Bid Proposal from Aggregate Products Inc, in the amount of $3,525,996.27 (base bid) for the Street Improvement Project Asphalt Rubber Composite Layer Overlay on Designated Streets and La Jolla Palms Subdivision Project No. 2017-400 plus 10% contingency ($352,599.62) and Authorize City Manager to Sign an Agreement between the City of Calexico and Aggregate Products Inc. for the Street Improvement Project Asphalt Rubber Composite Layer Overlay on Designated Streets and La Jolla Palms Subdivision Project No. 2017-400.

19. Appointment by Mayor and Council Members to the Following Commissions/Boards/Committees:
