The Health Insurance Portability and Accountability Act (HIPAA)

The Health Insurance Portability and Accountability Act (HIPAA) was signed into law on August 21, 1996, Title I mandates procedures to protect personal privacy by making health insurance more "portable" from one employer to another.  Title II requires adherence to national standards for electronic health care transactions and national identifiers for providers, health plans, and employers. 

HIPAA excludes "covered entities," such as health plans, from using or divulging certain protected health information unless authorized by the related individual, or as clearly required or allowed by the regulation.
