A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority/Planning Commission may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
5. Consideration and Adoption of a Budget Amendment Resolution Authorizing the Transfer of $40,000 from Fund 255 ARPA Essential Workers to Fund 255 ARPA Community Center Vandalism for the Purpose of Addressing and Preventing Ongoing Vandalism at the Community Center.
6. Authorize Public Works Department to Advertise Request for Proposals for Engineering Design Services for Chlorine Conversion Project – Gaseous Chlorine Feed System to Liquid Hypochlorite Feed System at Water Treatment Plant and Eastside Water Reservoir.
7. Adopt a Resolution of the City Council of the City of Calexico Adopting a List of Projects for Fiscal Year 2025-2026 Funded by SB 1: The Road Repair and Accountability Act of 2017.
8. Authorize Interim City Manager to Sign Agreement of Professional Services between City of Calexico and Dynamic Consulting Engineers in the Amount of $85,655.00 for Construction Management, Geotechnical and Inspection Services and Adopt Budget Amendment Resolution for Fund No. 255 – American Rescue Plan Act (ARPA) in the Amount of $75,750.00 for Enrique Camarena Memorial Library, Community Center and Police Department Parking Lot Rehabilitation Project No. 2025-300.
9. The City Council of the City of Calexico Acting in its Capacity as the Legislative Body for the Calexico Community Facilities District No. 2003-1 (Bravo/Rodiles) Adopt Resolution Authorizing the Levy of Special Taxes of such District for Fiscal Year 2025-26.
10. The City Council of the City of Calexico Acting in its Capacity as the Legislative Body for the Calexico Community Facilities District No. 2005-1 (Hearthstone) Adopt Resolution Authorizing the Levy of Special Taxes of such District for Fiscal Year 2025-26.
11. The City Council of the City of Calexico Acting in its Capacity as the Legislative Body for the Calexico Community Facilities District No. 2013-1 (Gran Plaza), Adopt Resolution Determining and Authorizing the Levy of Special Taxes of such District for Fiscal Year 2025-26.

12. Resolution Clarifying Retired Annuitant Appointment and Restated Employment Agreement for Interim City Manager.
13. Authorize the Interim City Manager to Sign Master Services Agreement (MSA) between the City of Calexico and Utility Services Co., Inc. in the Amount of $1,314,353.00 for the Rehabilitation of Clarifier “B” and “C” at the Water Treatment Plant.
14. Enrique Camarena Memorial Library, Community Center and Police Department Parking Lot Rehabilitation Project No. 2025-300:
a) Award Bid Proposal and Authorize Interim City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $411,310.00 for Enrique Camarena Memorial Library, Community Center and Police Department Parking Lot Rehabilitation Project No. 2025-300.
b) Authorize Interim City Manager to Approve Any Future Change Orders Not-to-Exceed $41,131.00 (10% of Rove Engineering, Inc. Base Bid) as Per City Ordinance No. 1218.
