A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. CONSENT AGENDA
All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency or Calexico Financing Authority and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
9. Approve and Authorize City Manager to Sign Non- Exclusive License Agreement between the City of Calexico and Catholic Charities for the use of the Senior Hall for the Provision of Affordable Meals to Senior Citizens. (Recreation Manager)
10. Authorize City Manager to Sign Agreement of Professional Services between the City of Calexico and LEE & RO, Inc. in the Amount of $282,814.00 for the Engineering Design Services for Chlorine Conversion Project – Gaseous Chlorine Feed System to Liquid Hypochlorite Feed System at Water Treatment Plant and Eastside Water Reservoir. (Public Works Manager)
11. Authorize City Manager or Designee to Execute a Lease Between U.S. Customs and Border Protection and City of Calexico (“Lease”) for the Construction, Operation and Maintenance of a Communications and Remote Video Surveillance System (“RVSS”) Tower on City Owned Property at APN 058-180-021 (Nosotros Park) and to Deliver Such Further Documents and Instruments and Take Such Other Actions as may be Reasonable Required or Appropriate to Evidence or Carry Out the Intent and Purposes of the Lease. 12. Adopt a Resolution Authorizing the City Manager to Execute the FY 2024-25 Zip Books Grant Program
and Authorize the City Manager and Fiscal Agent to Sign the Grant Application, Certification, Award, Agreement, and Certificate of Compliance and any Amendments Thereto; and any Related Documents Necessary to Participate in the Program. (Library Manager)

18. Introduction and First Reading of an Ordinance Temporarily Suspending Calexico Municipal Code Chapter 2.06 Regarding City Council Salaries and Temporarily Suspending City Council Benefits to Mitigate the Fiscal Impact on the City. (Council Member Moreno)
19. Appointment of a Primary Representative and an Alternate to the Imperial County Transportation Commission (ICTC) Board. (City Clerk)
