Members of the public will be able to make public comments in the following ways:

a) In-person comments.

b) Submit public comments via email by 2:00 p.m. on Wednesday, March 18, 2026 to cityclerk@calexico.ca.gov or via fax to (760) 768-2103.  Public comments will be distributed to the City Council for their consideration and made available for public inspection.  Public comments will not be read aloud by the City Clerk during the council meeting.  They will be retained for the official record of the City.

While members of the public are encouraged to participate, it is unlawful to disturb or delay the Council meeting with personal or slanderous remarks. Group commentators may be requested to limit their group comments to 15 minutes. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Please direct your questions and comments to the City Council.

A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.

10.  Authorize the City Manager to enter into an Agreement with FM3 Research to conduct Public Opinion Research for the City of Calexico.


11.  Adopt Resolution No. 2026-__  Approving an Employment Agreement with Laura Estrada for Appointment as City Attorney of the City of Calexico.


12.  Adopt Resolution No. 2026- __ Approving Professional Services Agreement with Mitchell A. Driskill to provide as needed Legal Services to the City.


13.  Authorization to Execute a Purchase Agreement with RedSky Emergency Vehicles for the Acquisition of One (1) Type II XL Ambulance for the Calexico Fire Department and Adoption of a Budget Amendment Resolution Allocating Funds.

 

14. Discussion on Memorandum of Understanding (MOU) for Sports Groups.

 

15.  Authorize the City Manager, or his Designee, to Declare the Identified Police Units as Surplus and Obsolete, and to Authorize Their Disposal in Accordance with Applicable Laws and City Policy.  Further, Approve the Donation of Twenty-Three (23) Surplus Vehicles and Three (3) Surplus Motorcycles to the Gobierno de Mexicali and the Gabinete del Ayuntamiento de Mexicali, Consistent with the Terms and Conditions Established by the City.


16. Sidewalk Improvement (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML-5168(036):

      a)    Authorize City Manager to Sign Amendment No. 1 Between the City of Calexico and Nicklaus Engineering, Inc. in the Amount of $19,224.83 for Construction Management, Geotechnical and Inspection Services for Sidewalk Improvement (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML-5168(036).

      b)    Adopt Budget Amendment Resolution for Fund No. 233 Measure D.

 

17.  Authorize Public Works Director/City Engineer to Sign Deductive Change Order No. 4 with Rove Engineering, Inc. in the Amount of $89,923.81 for Sidewalk Improvement (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML-5168(036).

 

18.  Authorize Public Works Director/City Engineer to Sign and File Notice of Completion for Sidewalk Improvement (Grant St., Calexico St. and Van de Graaff Ave.) Federal Project No. CML-5168(036).
