Members of the public will be able to make public comments in the following ways:

a) In-person comments.

b) Submit public comments via email by 2:00 p.m. on Wednesday, May 7, 2025 to cityclerk@calexico.ca.gov or via fax to (760) 768-2103.  Public comments will be distributed to the City Council for their consideration and made available for public inspection.  Public comments will not be read aloud by the City Clerk during the council meeting.  They will be retained for the official record of the City.

The City Clerk will recognize you and when you come to the microphone, please state your name and place of residence for the record. While members of the public are encouraged to participate, it is unlawful to disturb or delay the Council meeting with personal or slanderous remarks. Group commentators may be requested to limit their group comments to 15 minutes. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Please direct your questions and comments to the City Council. The Mayor and City Council reserve the right to adjust this time limit based on the number of speakers who wish to address the Mayor and City Council.

A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority/Planning Commission may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

CONSENT AGENDA

All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
 

6.   Approval of City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Finance Authority/Planning Commission Minutes for Meeting of April 16, 2025.

 

7.   Adopt a Resolution Authorizing the Interim City Manager, or Designee, to Execute Grant Application in the Amount of $30,000.00, Grant Agreements, and Any Amendments Thereto with the California Arts Council for the General Operating Support Grant.

 

8.   Authorize the Interim City Manager, or Designee, to Execute Project WORK-E.S.E. Agreements between Imperial Valley Regional Occupational Program and the City of Calexico for the Placement of Program Participants in City Departments.

 

9.   Authorize Participation in the Exploring Program and Approval of Annual Memorandum of Understanding with Learning for Life.

 

10.   Authorize the Chief of Police to Select the Responsible Quote and to Proceed with the Purchase of Two (2) Fully Equipped Marked Motorcycles and the Outfitting for Both Motorcycles for the Calexico Police Department and City Council (BAR) Approval.

 

11.  Request for Authorization to Purchase Fire Hose Technology and Approval of a Budget Amendment Resolution through the T-Mobile Hometown Grant Program for Fiscal Year 2024/2025.

 

12.   Adopt a Resolution Approving an Intergovernmental Agreement Between the Imperial County Sheriff’s Office and the Calexico Fire Department for the Sharing of Public Safety Data Through the Pro-Phoenix System.

  2. Adopt Budget Amendment Resolution for Fund No. 233 – Measure “D”.

 

15.  Authorize Interim City Manager to Sign Joint Use Agreement Between the City of Calexico and the Calexico Unified School District for $64,796.57 for a Total Combined Estimated Cost of $73,742.57 for the Use of Pool Facilities and the Operation of Summer Pool Program 2025.

  2. Authorize Interim City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $731,770.00 for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034).
  3. Authorize Interim City Manager to Approve Any Future Change Orders Not-to-Exceed $73,177.00 (10% of Rove Engineering, Inc. Base Bid) as Per City Ordinance No. 1218.      
  4. Adopt Budget Amendment Resolution for Fund No. 412 – State Grant.

Authorize Interim City Manager to Sign Agreement of Professional Services between City of Calexico and Dynamic Consulting Engineers in the Amount of $81,773.40 for Construction Management, Geotechnical and Inspection Services for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034).
  2. Adopt Budget Amendment Resolution for Fund No. 237 – Road Maintenance Rehabilitation Fund. 

 

18.   Authorize Interim City Manager to Sign Amendment No. 3 Between the City of Calexico and Dynamic Consulting Engineers in the Amount of $507,586.00 for Construction Management Services, Environmental and Consulting Services for the New River Improvement Project – Calexico Reach.

 

19.   Introduction and First Reading by Title Only of an Ordinance Amending Calexico Municipal Code Section 2.04.060 Regarding City Council Agenda Order of Business.
