Members of the public will be able to make public comments in the following ways:

b) Submit public comments via email by 2:00 p.m. on Wednesday, October 15, 2025 to cityclerk@calexico.ca.gov or via fax to (760) 768-2103.  Public comments will be distributed to the City Council for their consideration and made available for public inspection.  Public comments will not be read aloud by the City Clerk during the council meeting.  They will be retained for the official record of the City.

A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority/Planning Commission may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. CONSENT AGENDA

All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.

 

5.  City Salaries Report from September 1, 2025, thru September 30, 2025.

7.  Approval of Professional Ambulance Billing Services Agreement with Wittman Enterprises, LLC for FY 2025-2028.

 

8.  Mutual Aid Agreement Between the City of Calexico Fire Department and American Medical Responses (AMR).

 

9.  Adopt a Resolution Authorizing the City Manager to Execute the 2026 Lunch at the Library Grant Program and Authorize the City Manager, Fiscal Agent or his Designee to Sign the Certification, Award Agreement and Certificate of Compliance and any Amendments Thereto; and any Related Documents Necessary to Participate in the Program.

 

10.  Staff Recommends that the City Council Adopt the Attached Resolution Authorizing the City Manager or Chief of Police to Approve or Deny License Plate Reader (LPR) Contracts.

 

11.  Approve Resolution No. 2025-__ of the City Council of the City of Calexico Approving the Hosting of the National Night Out Event on November 13, 2025, at Rockwood Plaza.

 

12.  Adopt Resolution No. 2025-__ of the City Council of the City of Calexico Opposing California Proposition 50, the Use of the Legislative Congressional Redistricting Map Amendment.

 

13.  Authorize City Manager to Issue Purchase Order to Great Western Recreation in the Amount of $51,488.50 to Purchase and Install Replacement Parts for Adrian C.  Cordova Memorial Park Playground.

 

14.  Ratification of a Resolution Authorizing the City Manager or his Designee to Execute Grant Award Agreement and/or any Documentation Pertaining to Grant No. SBRC25417CA with The Southwest Border Regional Commission for New Clarifier at Water Treatment Plant.

 

15.  Request for Approval of Cost of Living (COLA) Increase for Contract Employee Veronica Alvarado and Adoption of Revised General Schedule to Range G-51 CC.

 

16.  Authorize City Manager to Sign Agreement between the City of Calexico and Ecology Organics, a d.b.a. of Ecology Auto Parts, Inc. for the Removal of Biosolids at Wastewater Treatment Plant.

 

17.  Discuss and Review Proposed for Emergency Medical Services (EMS) User Fee Schedule per the EMS Rate Study Dated April 2018 and Set a Public Hearing Date of November 5, 2025.

 

18.  Authorize Public Works Department to Advertise Request for Proposals (RFP) for Engineering Design Services to Replace the Existing Gaseous Chlorine Feed System with a Liquid Hypochlorite Feed System at Water Treatment Plant and Eastside Water Reservoir.

20.  Staff Recommend that the City Council Approve and Authorize to Continue Contract with Axon Enterprises, Inc. for Use by the Calexico Police Department.

 

21.  Adopt and Submit California Office of Emergency Services (Cal OES) Universal Resolution and Ratify Authorization for City Manager to Sign Project Assurances for Federal Assistance.

 

22.  Authorize the City Manager or His Representative to Surplus the Trailers and Approve the Transfer of Five (5) Trailers to the Reps for Vets, a Non-Profit Organization.
