Members of the public will be able to make public comments in the following ways:

A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
3. Approval of City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission Minutes for the Meetings of January 27, 2026, and February 4, 2026.
4. City of Calexico Clean-Up Project:
a) Adopt a Resolution of the City Council Ratifying the Submittal to Clean CA Local Grants Program Application in the Amount of $286,119.00 and Authorizing the City Manager or His Designee to Endorse the Restricted Grant Agreement, Program Supplement Agreements, Fund Exchange Agreements, Fund Transfer Agreements and Any Amendments Entitled “Administering Agency – State Funded Project” for the City of Calexico Clean-Up Project.
b) Adopt a Budget Amendment Resolution for Fund No. 299-40-410 – Other Operating Grants.
5. Adopt a Resolution of the City Council of the City of Calexico Ratifying the Submittal of the Grant Application and Accepting Grant Funds in the Amount of $29,478.74 from Imperial Irrigation District and Adopt Budget Amendment Resolution for Fund No. 412-50-515 Capital Grants Library.
6. Adopt a Resolution of the City Council of the City of Calexico Ratifying the Submittal of the Grant Application and Accepting Grant Funds in the Amount of $15,000.00 from Imperial Irrigation District and Adopt Budget Amendment Resolution for Fund No. 412-50-510 Capital Grants Library.

7. Discussion and/or Action Regarding Request for Proposal for Redesign Services for Adrian C. Cordova Memorial Park (RFP No. 2025-900).
8. Authorize City Manager to Issue Purchase Order to OneSource in the Amount of $68,858.03 to Purchase LED Light Fixtures and Light Bulbs for Enrique Camarena Memorial Library.
9. Alley Improvement Project – Phase III (Project No. 2026-100)
a) Award Bid Proposal and Authorize City Manager to Sign Construction Agreement Between the City of Calexico and Rove Engineering, Inc. in the Amount of $899,824.00 for Alley Improvement Project – Phase III (Project No. 2026-100).
b) Authorize City Manager to Approve Any Future Change Orders Not-to-Exceed $89,982.40 (10% of Rove Engineering, Inc. Base Bid) as per City Ordinance No. 1218.
c) Reject Bid Proposals from LC Paving & Sealing, Inc. due to Non-Responsive Bid.
10. Authorize City Manager to Purchase Eleven (11) Vehicles for the Public Works Department from National Auto Fleet Group under Sourcewell Contract 081325-NAF Cooperative Purchase Agreement.
11. Adopt Resolution No. 2026-___ Appointing Retired Annuitant as Interim Building Official During Recruitment and Approving Employment Agreement.
12. Approve the City of Calexico five (5) Year Program Projects 2025-2030 for Road Projects to be funded by Imperial County Local Transportation Authority (LTA) Sales Tax Revenue Bond.
13. Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodel Transportation Center:
a) Authorize the Mayor to Sign the Reimbursement Agreement between the City of Calexico and Imperial County Transportation Commission (ICTC) for any Cost Associated with the Completion of the Required Roadway Improvements along 3rd Street, Heffernan Avenue and Rockwood Avenue near the Calexico Intermodel Transportation Center.
b) Authorize the City Manager to use $974,885.00 of Fund No. 402-90-956 Local Transportation Authority (LTA) 2018 Bond Proceeds for Roadway along 3rd Street, Heffernan Avenue, and Rockwood Avenue near the Calexico Intermodel Transportation Center.
14. Community Center and Senior Hall Kitchen Upgrade Project No. 2025-600:
a) Authorize City Manager to sign Change Order No. 1 with LZ Construction, Inc. in the Amount of $15,000.00 for Community Center and Senior Hall Kitchen Upgrade Project No. 2025-600.
b) Adopt Budget Amendment Resolution for Fund 255- in the amount of $15,000.00 for Community Center and Senior Hall Kitchen Upgrade Project No. 2025-600.
15. Authorize Public Works Department to Develop a Cost-Estimate for In-House/Contractor Work for the Border Traffic Circulation Plan, to Implement the Short-Term Alternative Approved by CalTrans, and Allocate a Portion of the Remaining LTA Funds to Proceed with this Project.
