A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority/Planning Commission may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.
7. Acceptance of $20,000 Donation from TerraForm Power (Mount Signal Solar) for the Calexico Fire Department and Approval of the Associated Budget Amendment Resolution (BAR) to Appropriate the Donation Funds.
8. Second Reading and Adoption of an Ordinance of the City Council of the City of Calexico, California, Repealing Chapters 5.84 and 5.88 and Adding Chapter 5.86 to the City of Calexico Municipal Code Regarding Mobile Vending Regulations.
9. Approval of a Side Letter to the Calexico Police Officers' Association Memorandum of Understanding (MOU) for the period of July 1, 2024, to June 30, 2025, and retroactive to July 1, 2002, to address and ensure compliance with internal audit findings by the CalPERS Office of Audit Services.

13. Reconsideration of Agenda Item 19 from the September 17, 2025 City Council Agenda related to the Cordova Park Request for Proposals (RFP).

Introduction and First Reading by Title Only of an Ordinance of the City Council of the City of Calexico, California, Amending Chapter 17.03 "Residential Zones" of the Calexico Municipal Code Relating to Accessory Dwelling Units and Junior Accessory Dwelling Units and Finding the Action to be Statutorily Exempt from CEQA Under Public Resources Code § 21080.17.
