Members of the public will be able to make public comments in the following ways:

a) In-person comments.

b) Submit public comments via email by 2:00 p.m. on Wednesday, June 3, 2026 to cityclerk@calexico.ca.gov or via fax to (760) 768-2103.  Public comments will be distributed to the City Council for their consideration and made available for public inspection.  Public comments will not be read aloud by the City Clerk during the council meeting.  They will be retained for the official record of the City.

While members of the public are encouraged to participate, it is unlawful to disturb or delay the Council meeting with personal or slanderous remarks. Group commentators may be requested to limit their group comments to 15 minutes. The City Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Please direct your questions and comments to the City Council.

A “Closed” Session of the City Council/Calexico Community Redevelopment Agency Successor Agency/ Calexico Financing Authority may be held in accordance with state law which may include, but is not limited to, the following types of items: personnel matters, labor negotiations, security matters, providing instructions to real property negotiators and conference with legal counsel regarding pending litigation. The Closed Session will be held in the City Hall Conference Room located at 608 Heber Avenue, Calexico, California. Any public comment on Closed Session items will be taken before the Closed Session. Any required announcements or discussion of Closed Session items or actions following the Closed Session will be made in the City Council Chambers, 608 Heber Avenue, Calexico, California.

CONSENT AGENDA


All matters listed under the Consent Calendar are to be considered routine by the City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission and will be enacted by one motion in the form listed. Any item may be removed from the Consent Calendar and considered separately by the City Council.


5.  Approval of City Council/Calexico Community Redevelopment Agency Successor Agency/Calexico Financing Authority/Planning Commission Minutes for the Meeting of April 1, 2026.

 

6.  Authorize City Manager to Sign and File Notice of Completion for Community Center and Senior Hall Kitchen Upgrade Project No. 2025-600.

 

7.  Authorize Public Works Director/City Engineer to Sign and File Notice of Completion for Scaroni Road Pavement Rehabilitation State Project No. LPPSB1L-5168(034).

 

8.  A Ratification of Grant Application Submittals and Acceptance of Imperial Irrigation District (IID) GLOW Grant Funds for Park Lighting Replacement Projects.

 

9.  Authorization to Apply for Funding Through the California Active Transportation Program (ATP), Authorization to Accept Awarded Funds, and Authorization for the City Manager to Execute Grant Agreements and Related Documents.


10.  Approve List of Selected Consultants for On-Call Engineering, Plan Check, Surveying, Inspection Services, Geotechnical, Landscape and Architectural Design Services.


11.  Adopt a Budget Amendment Resolution for $20,000.00 HVAC Grant Funds from Imperial Irrigation District (IID) GEMS Program and Authorize Purchase Order to Baker Distributing Company for HVAC Equipment at Camarena Memorial Library in the Amount of $35,631.03.

 

12.  Adopt a Resolution of the City Council of the City of Calexico Adopting a List of Projects for Fiscal Year 2026-2027 Funded by SB 1: The Road Repair and Accountability Act of 2017.

15. Potential Ordinance for Council to Annually Allocate 58% of Unrestricted General Funds to the Police (30%) and Fire (28%) Departments through the year 2047 (20 years). 


16. Hearthstone Community – Discussion Regarding Potential Second Road Entrance.


17.  Adopt Budget Amendment Resolution to Reallocate Fund No. 255 – American Rescue Plan Act (ARPA) in the  Amount of $349,279.00 and Fund No. 111 – General Fund in the Amount of $19,000.00 for the Purchase of Thermoplastic Striping Equipment, Asphalt Crack Sealing Equipment and Supplemental Funding for Temporary Part-Time Employees for Various Street Maintenance Projects.


18.   Weakley Street Improvement Federal-Aid Project No. CML-5168(032):

a)    Award Bid Proposal and Authorize City Manager to Sign Construction Agreement between the City of Calexico and Rove Engineering, Inc. in the Amount of $645,279.80 (Base Bid plus Alternate Bid) for Weakley Street Improvement Federal-Aid Project No. CML-5168(032).

b)    Authorize City Manager to Approve Any Future Change Orders Not-to-Exceed $96,791.97 (15% of Rove Engineering, Inc. Base Bid plus Alternate Bid) as per City Ordinance No. 1218.
