As a proven government leader, Council Member Moreno has a strong desire to ensure accountability and transparency are applied in City government. Elected to the Calexico City Council in November of 2020, public safety, fiscal responsibility, and economic development have been and will continue to be the cornerstone of Council MemberMoreno’s priorities. Since taking office, Council MemberMoreno has ensured every citizen - no matter their economic or housing status, faith, race, or sexual or gender identity - can access all the city has to offer.
In addition to elected duties, Council Member serves on several Regional Boards including the League of California Cities, Local Agency Formation Commission, Imperial County Transportation Committee, Southern California Association of Governments, Calexico Unified School District Measure V Citizens Oversight Committee. Council Member Moreno also serves as President of several Non-profit organizations to include WomaHaven, Calexico Wellness Center, and as Binational Academic Liaison for the San Diego State University Research Foundation.
Council Member Moreno’s love for the extraordinary people of Calexico and its sister city Mexicali drives an unrelenting commitment to bringing people from different walks of life together in pursuit of results for the entire city. Council Member is grateful for the opportunities that he has had to serve the community in public service at the local, state, and Federal levels for more than three decades and as a member of the State of California Attorney General’s Office. Council Member Moreno’s experience led him to run for public office, so that he could offer his services to help make the decisions to improve Calexico. Council MemberMoreno volunteered for every committee that impacted Calexico, whether County, regional or local, wanting Calexico citizens to have a strong voice at every level.
Council Member Moreno holds a Doctorate in Management with an emphasis in Organizational Leadership and a Master of Science in Criminal Justice and Homeland Security.
