IID Power Restoration

Dear Calexico Residents,
IID continues to work diligently and in a safe manner to restore full power to all homes in Calexico. Out of 2,000 homes without power from the storm, there are fewer than 200 without power at the moment.
IID expects to restore power to all sometime tonight.

IID to Meet with Imperial Valley Community

Today to Provide Updates Following Recent Summer Storms

 

CALEXICO, California—The Imperial Irrigation District will meet with community officials in Calexico and Holtville today, September 19, to provide updates on restoration efforts following the severe thunderstorm that struck the area on Thursday, September 18.

 

The Calexico meeting will be held at 5 p.m. today, September 19, at Calexico City Hall, 608 Heber Ave.

The Holtville meeting will be held at 7 p.m. today, September 19, at the Holtville Civic Center, 121 W. 5th Street.

IID officials will share information on ongoing repairs and timelines for service restoration. The public is encouraged to attend.

To the Residents of Calexico:

The majority of electrical service across the City has been restored, with the exception of several areas. IID estimates approximately 600 homes remain without power.

Cooling Center (Day Use):
A daytime cooling center is being established at Neighborhood House, 426 4th Street.

The Imperial County is currently setting up a cooling center . As we receive further info, it will be provided.

Student Meals:
Due to the closure of Cesar Chavez Elementary, the Calexico Unified School District is providing free lunches to all students up to age 18 today at any district facility. Students who need a meal may go to the front office at the nearest school to inquire.

Travel & Safety Reminder:
If you do not need to travel, please remain indoors. City crews are actively engaged in cleanup, flood mitigation, and damage assessments following the storm.

Road Closures:

  • SR-111 is closed for 2–3 days between SR-98 and Cole Rd.
  • The Rockwood Avenue bridge is closed.
  • Estrada Blvd south of the all-Americans canal

Please use alternate routes to travel through the city.

Most electrical service has been restored citywide, with the exception of a few small areas still without power. Crews are actively working to complete restoration.

If you do not need to travel, please stay indoors. City staff are in cleanup, flood-mitigation, and damage-assessment operations across the community, and minimizing traffic will help them work safely and efficiently.

In response to recent, unexpected rainfall, the City of Calexico is declaring a state of emergency due to the significant impact on public safety and infrastructure. Several issues have been identified by city staff, including localized flooding and other hazards, which are being addressed as a priority.

We ask all residents to remain indoors and refrain from unnecessary travel until further notice. Road conditions may be hazardous, and additional safety concerns exist throughout the city. The safety of our community is of utmost importance, and we are working diligently to mitigate the current situation.

If you experience an emergency or need to report a critical issue, please contact the local emergency number at 760-768-2140. City officials and emergency services are actively responding to all reported incidents. We thank you for your cooperation and understanding during this time of emergency. Notice of Weed Abatement by Tierra Santa Neighborhood

Pardon our dust. The City of Calexico will be completing emergency weed abatement on vacant land adjoining the Tierra Santa neighborhood, at the eastern terminus of Saphire Street, Anderson Street, and Renison Street. Crews from Fire Prevention Services will initiate brush clearing activities at 7am on Saturday, July 5, 2025. The brush clearance will result in 100-foot fire breaks from existing homes. Draft Housing Element Sites Inventory (July 2025)

The upcoming City Council meeting on July 2, 2025 will include a workshop item on the draft Housing Element Sites Inventory (Item No. 13).  The draft Housing Element Sites Inventory consists of 53 sites that the will help meet the City's housing needs during the current Housing Element cycle that runs through 2029.  Of the 53 sites on the draft Inventory, 34 are being considered for a potential rezone from either a commercial, industrial, or low-density residential zone to a higher density residential zone.  The rezones would increase the City's housing capacity and help the City meet its State-mandated housing targets.  A detailed table and map of the Housing Sites Inventory are provided in the links below:

New Calexico West Port of Entry Pedestrian Processing Facility - Presentation by the US General Services Administration

You are invited to the City Council meeting on February 5, 2025 at 6:30pm at Calexico City Hall, 608 Heber Ave., Calexico, CA 92231 for a presentation that the US General Services Administration (GSA) will provide on the last phase of the Calexico West Land Port of Entry Expansion and Reconfiguration Project.  The GSA will provide an overview of the new pedestrian processing facility as well as the temporary pedestrian processing facility that will be installed as part of this construction project.  At this meeting, the City Council will also consider authorizing an easement to facilitate the project.  More details on the project will be made available with the posting of the February 5, 2025 City Council Agenda, which can be downloaded from the following webpage:

Water Shutoff Settlement Statement

 

 

Calexico Water Shutoff Investigation

 

The City of Calexico, by unanimous vote of the City Council, has reached a legal settlement with the State of California relating to the City’s previous policies and practices affecting water service customers. The resolution concludes an investigation by the State Water Resources Control Board and California Attorney General relating to the City’s compliance with the Water Shutoff Protection Act and the Water and Wastewater System Payments Under the American Rescue Plan Act of 2021.

 

The Water Shutoff Protection Act, which took effect in early 2020, requires water systems to follow certain procedures to protect residential water customers from shutoffs for nonpayment, and to have a written policy containing those procedures available to the public, among other things. The Water and Wastewater System Payments Act provides funding to various water and wastewater systems to assist customers whose delinquencies arose during the COVID-19 pandemic period, and conditioned the funding on compliance with certain requirements, such as waivers of late fees. 

 

Recently, the City Council adopted an updated water account ordinance and a new City policy on discontinuation of residential water service for nonpayment. The new ordinance and policy are compliant with—and go beyond—the requirements of State law. In conjunction with the new ordinance and policy, the settlement provides assurances that the City will take additional measures to avoid shutoffs of residential water customers for nonpayment and will make customers whole that were previously harmed by certain late fees and shutoffs that occurred in 2020, 2021 and 2022.

Among various other provisions, the settlement provides that the City will:

 

  • Return late fees collected during the COVID-19 pandemic relief period (March 4, 2020 to June 21, 2021, with interest;
  • Return fees and charges for water shutoffs conducted between February 1, 2020 through December 31, 2022, with interest, and provide a bill credit or payment of $105.00 to those customers; and
  • Issue bill credits to additional customers who are eligible for assistance under the State’s Extended Arrearages Payment Program;
  • Establish and fund a water conservation program for residential customers for the purpose of promoting water efficiency and conservation, thereby reducing residential customers’ water service bills; and
  • Pay a penalty to the State Water Board’s Safe Drinking Water Account.

 

The settlement will allow the City to avoid the costs of going to trial and focus on moving forward with implementing customer protections and making customers whole who were previously harmed.  Detailed information will be available upon the State filing the Consent Judgement. 

 

City Manager Esperanza Colio Warren expressed satisfaction with the settlement, stating, “We are pleased to have reached a resolution with the State that avoids costly litigation and allows the City to move forward by providing protections for our water customers and restitution for those harmed by past practices. The City of Calexico is committed to the well-being of our residents and intends to diligently comply with the settlement, as well as the new policies enacted by our Council to protect residential water customers.”
